Policy Committee item and voting outcome
Like the proverbial turd that wouldn’t flush, Cr Pizzey’s Notice of Motion is back again this month.
This time, it is disguised as a request for a report from the CEO that will consume yet more valuable time and effort.
And for what?
The Councillors’ Training and Education Entitlements were reviewed by the Policy Committee months ago. At the time, Cr Pizzey, the deputy chair of that committee, voted to recommend the policy to Council. It had only one minor, unrelated amendment.
Then, somewhere between raising none of these concerns at the Policy Committee and the Council meeting at which the policy was to be considered, she decided substantial additional changes were required. But instead of proposing amendments to the item on the agenda, she brought her ideas forward separately as a Notice of Motion.
At that meeting, Cr Mercer, who is not even a member of the Policy Committee, was not satisfied with the committee’s recommendation as it stood. She did the actual work and proposed fully drafted clauses strengthening expectations and accountability.
Her alternative motion was carried 8–4.
Any sensible person might have concluded that Cr Pizzey’s Notice of Motion was redundant at that point. Council had already considered the issue and adopted Cr Mercer’s more carefully drafted and balanced provisions.
But no.
Why withdraw it and move on when you can refer it back to the Policy Committee, do absolutely no further work on it, and then recommend referring it to the CEO for another report?
The committee has not identified a problem with the policy Council adopted. It has not responded to the reasoning behind Council’s 8-4 decision. It has not drafted alternative clauses or explained how its proposal would interact with the provisions already in place.
It has simply copied Cr Pizzey’s original Notice of Motion word for word and asked the CEO to prepare yet another report based on those same principles.
Which is why, without any clear direction, rhyme, or reason, the same motion has landed back before Council, with about the same measure of consideration and respect as a dog taking a dump on your lawn.
